在这部Specialist 3片中,京都一名经营人才派遣公司的男子被人用球棒杀害，现场除了凶器外还留下了一个并不起眼的旧玩具。接到京都府警本部长高仓（大杉涟 饰）的派遣，宅间善人（草剪刚 饰）和特别搜查系的同仁赶往现场调查，结果发现那件旧玩具竟和他有着极深的渊源。十多年前宅间在京都府警宣传课任职，当时他制作了“守护京都的七人组”小人，现场的小人玩具代表着检察官，调查后得知死者此前竟然也担任过检察官的职务。宅间深感此案和自己有着重大干系，他主动要求和搭档姊小路千波（南果步 饰）解除合作，旋即展开独立调查。
　　与此同时，针对“守护京都的七人组”的杀人事件仍在发生……

Kubota Shu, who runs a temporary employment agency, is clubbed to death with a bat. A metal bat believed to be the murder weapon as well as something that looks like an old toy are found at the crime scene. Takakura Kiichiro, the commissioner of the Kyoto Prefectural Police, orders Takuma Yoshito to go to the crime scene. Takuma and the other members of the Special Investigation Unit begin the investigation. They learn that the old toy is part of a set of seven "Protect Kyoto" character figurines of different occupations which were made while Takuma was in the Kyoto Prefectural Police's Public Relations Division some 10 years ago. As Takuma and the members get to the bottom of the matter, they come to the least expected person. In addition, the shocking truth regarding Takuma's conviction is revealed.
